The introduction of a new staff structure of the Ministry of Education and Science, which envisages a 50% reduction in the number of reform specialists, will significantly reduce the institutional capacity of the MES and reduce the dynamics of the implementation of current reforms in education and science.

This is stated in the address of the staff and specialists on MES reforms to the entire staff of the current department of education.

The appeal of the staff of the Ministry of Education and Science notes that since 2017, the Ministry of Education and Science has been actively involved in public administration reform as one of the 10 pilot ministries.

“The establishment of directorates in the Ministry of Education and Science has become an important tool for significantly strengthening the Ministry’s ability to formulate and implement quality policies in the fields of science and education at all levels. The structure of the MES staff consists of 6 directorates consisting of 96 positions of reform specialists, which were selected based on the results of transparent multi-stage competitions, and the selected specialists were trained in analysis and policy-making, result-based-management , ”The letter reads.

Specialists of the Ministry of Education and Science note that such changes in the structure of the ministry allowed to start and effectively implement at least five reforms that directly affect the development of human capital in Ukraine: providing affordable quality preschool education, reform of the New Ukrainian School; modernization of vocational education; ensuring the quality of higher education and the implementation of all types of autonomy in universities, the development of science and innovation.
